(Atlanta, Georgia) - South Carolina Representative Daniel T. Cooper (Piedmont) was elected Chair of the Fiscal Affairs and Government Operations Committee of The Council of State Governments' Southern office, the Southern Legislative Conference (SLC). As part of its mission to foster and encourage cooperation among its 16 member states, the SLC met in Oklahoma City, Oklahoma, for its 62nd Annual Meeting, bringing together nearly 1,000 delegates, legislative staff, and guests from across the South. The Fiscal Affairs and Government Operations Committee is one of six SLC standing committees. In addition to Representative Cooper, currently Chair of the South Carolina House of Representatives Ways and Means Committee, Louisiana Representative James R. Fannin (Jonesboro), was elected Vice Chair of this prestigious SLC Committee.

 

On Saturday, July 12, the Committee met to hear a presentation entitled National and Regional Economic Trends with presentations by Chad Wilkerson, Assistant Vice President and Oklahoma City Branch Executive for the Federal Reserve Bank of Kansas City and Dr. Mark Snead, Oklahoma State University. Then, Donald Hamilton, Executive Director, Memorial Institute for the Prevention of Terrorism (MIPT) in Oklahoma City spoke on the Fiscal Dimensions of Enhancing Homeland Security and Emergency Preparedness.

 

Then, on Sunday, July 13, the Committee met again to hear the following presentations: Impact of Federal Budget Decisions on State Finances by Elizabeth McNichol, Center on Budget and Policy Priorities (CBPP), Washington, D.C. and Rating Agency Perspectives on States Finances by James Breeding, Director, Standard & Poor's, Texas. This session also featured the SLC state-by-state presentations on the 2008 legislative sessions.

 

Other meeting highlights included sessions featuring opening plenary presenter Todd Buchholz, former director of economic policy at the White House, on Is the Economy Headed Higher-Or Off a Cliff?; closing plenary speaker John B. Herrington, former commander in the U.S. Navy and retired NASA astronaut on New Frontiers; Navigating the Rapids of Term Limits; Rural Housing: Improving Access and Affordability; Updating Ag Education; Technical Colleges and Rural Prosperity; Commodity Markets in Turmoil; The 2008 Farm Bill; Corrections in Southern States; Human Trafficking; Practical Lessons on Teacher Compensation; The Interstate Compact on Educational Opportunity for Military Children; Substance Abuse Prevention; Early Childhood Education Update; Emerging Role of Rail in SLC State Transportation and Economic Development Plans; Secure, Smart and Swift Flows of Commerce at the Southern Border; Update on the South East U.S.. -Canada Trade Association; Oklahoma's Economic Development Efforts; State Economic Development Strategies: Perspectives of a Site Selector; Oklahoma's Efforts to Boost the Motion Picture Industry; Energy Efficiency in Southern States; The Oklahoma Bioenergy Center; Interstate Cooperation on Water Quality; Disaster Management in the Private Sector; and Management for "America's River." Also included were technical tours to Federal Aviation Administration (FAA) Training Academy, Shawnee Milling and Remington Park and Chesapeake Energy.
